[applause] >> thank you. can everyone here me? welcome to spur. i enjoy being here because every time i come here, some part of my brain wakes up that has not been woken up before. i am here to welcome you. earlier, i had a wonderful opportunity to exchange with our panel members about what they are doing and how they're doing it. . i think these panel members are here as part of their own entrepreneurial spirit. they own companies but love the city. they know the spirit of the city is one of innovation, that invites peoples and views, and smashes them -- meshes them together to see if we can make an even better san francisco. we have two other supervisors who may be coming later. we're all part of the initial group of policymakers at city hall who want to hear news views and ideas on the new collaborative economy. we're interested in it because it has aspects that have piqued our interest, about hoour environment, how to improve life for m
of my appointment to the city college board of trustees for san francisco. let me begin by thanking my good friend, someone who graduated from my alma mater, somebody who worked with for many years, he has been part of the elected city family for the city college for over a decade. of course, that is mr. marks. you want to give our condolences and certainly acknowledge milton's contribution to our college, not only to his family, community, to the environment that he terrorist so much, but also to the institution of our city college that he worked so hard to improve. he took up the mantle, especially in the hard times when it was challenging already. i had a chance to express that to abby last week and let her know that we were thinking about >> thank you and welcome everybody to today's announcement of my appointment to the city college board of trustees for san francisco. let me begin by thanking my good him, certainly, were blessed with the many years of service that he and the family provided. his contributions to our education community will be sorely missed, but for the generatio
delay. from my understanding will be implemented and while the city has not moved on it for six months i expect this to be. >> >> six years i expect the city to work on this and get it done in the next six months or six weeks. next is have a plan and budget and reviewed by coit and to the mayor's office and the board of supervisors. again what is fascinating about the answers and all of the agencies are across the map. some say yes. some say no. some say it's implemented. some say it's not. it will be implemented and always a cit budget but not decisions related to that budget. recommendation number six. subject to coit approval of the i kr.d t budget and staffing plans coit and the cio must monitor adherence to these plans and i think what i will say for this should be implemented within the next six months. one of the challenges we face challenges here at the board and coit and time lines and budgets keep slipping and it's important to have monitoring that continues. recommendation number seven. the cio position be elevated to this and there is significant split of opinion
is cutting edge. and although it's been successfully implemented in other cities, it will be one of the first such installations in an urban office building. >> here is a city agency that treats wastewater, but they send no wastewater to the treatment facility. that says a lot. >> it's got a 12 gallon per day occupancy using 5,000 gallons per day with a building officing 1,000 people. that turns out to save over 2.7 million gallons a year. >> the public utilities commission runs water, power and sewer services for san francisco. we can't afford to be out of business after an earthquake. so, we're thinking about building a building. that building is going to hold our operations center and our emergency operations center for things like earth quack. that building had to be immediately occupiable. great. but we can do better than that. so, this new technology that we ended up using was a concrete building that straps basically, that goes through the interior of the building and allow the building to turn or twist as part of an earthquake as it corrects itself. >> in the course for the puc buildi
often. we announced that the entire city family take time to think about whether the existing laws should apply to the new activity or whether we should create new policies and regulations that apply more appropriately to the activity. we look forward to tackling that with the working group going forward. >> how was the turnout? >> it was a pretty huge turnout. we had about 40 hosts from san francisco, probably more than that. many of them testified. it was an incredibly moving experience. i do not think i have seen a city hearing the was that emotional. people are using this income to pay property taxes if they own their home, pay off their mortgages, pay increasing rents. our cofounders could not afford their increasing rent so they blew up an air mattress in their living room and rented it out to make rent. this is incredibly important as a source of income for our hosts. if you are taxing at 15%, we need to do so thoughtfully. >> what was the treasurer's view? how is it different from yours? >> we do not know what the treasurer's view is. we would love to discuss this collabora
in san francisco that the city does not have regulations as far as licenses and certification is required for tour guides. it is already very open. it is different from the regulations in new york city. that is another market we're in. we're looking forward to allowing san francisco to lead the way by showing the impact our platform can have. we are also really concerned with the tax issue as well. so far, the tax code is really segmented largely for personal and business taxes. the sharing economy presents a nuanced situation. individuals are not businesses but are enjoying a new stream of income. we are interested in having that conversation in a way where we can use the new economy to benefit the city as well as individuals who are proactively taking all entrepreneurship in their own hands to leverage their own resources and knowledge to supplement their income. >> at task rabbit, we're looking to partner with the city and generate more awareness around what we do and how consumers and small businesses can get involved. we have a lot of small businesses utilizing the network as a deliv

issues of city government from pension and payroll tax reform to some of the most important discussions on how we fund a lot of our public services, whether that finding different revenue streams for our parks, are trying to find new ways to fund public transportation in the city. we're very happy to be working with mayor lee and the board to address a lot of these issues. this will clearly be a busy year for us. another component of our work is connecting the city's robuspro o assistance with our many business partners. this is a core part of mfac original purpose in san francisco. we are focused on building this capacity once again. as everyone here knows, the nature of how cities are doing business is changing. fundamentally. costly federal and state mandates continue to squeeze local budgets. increasing costs are forcing discussions about how we provide services. technology is requiring that we move more quickly than we have in a long time. building a network of partners to support our city government at this time will be more important than ever and will be critical as we were to e

ask reduces traffic congestion in cities where we're deployed and save users money. the big difference with our program and other programs is the ability to do a one-way trip as was previously mentioned and it doesn't require an advance reservation and you have the vehicle for as long as you need it. and you can park the vehicle in any legal on-street parking place. doesn't have to be assigned. currently we object rate in san diego, washington, d.c., portland, austin, miami, and all of our users have the same experience. they find the cars on their app generally and they get the car for as long as they need it. in the cities that we operate, we define a home area as how the system works. this is just a picture of the d.c. home area on the left and a distribution of cars on the right. so, as you can see the cars are evenly distributed throughout the area and it's not because we put the cars there. it's because the members put them there. for san francisco, we envision a program where we would deploy up to 450 cars at least throughout the city and in the month before launch, we would pro
] i would love to hear from each one of you with the city could do in terms of regulation to help your businesses. we talked about the tax issue. what with each of you say is an issue the city could help with. >> i will start. one thing we would like to see is to make parking easier. we want it to be as easy to share your car as possible, and if you when your car and the renter cannot find a parking spot, that is an issue we need to solve. there are actually great models from around the world in terms of on street parking or some sort of system to not only encourage car owners to share, but also not discourage people from using private car sharing because parking is an issue. we have been piloting this a little bit, and we hope to actually see something come out around parking. obviously, the other issues we have discussed impact any of the schering economy companies. you could also see opportunities to educate the public or just gain awareness for the services through the city and existing programs. >> i forgot to repeat the question, but the question is -- what regulations to the com
the truth about $55 million in tax revenue. nightlife is the only significant industry in this city that sometimes gets treated at times as it is a nuisance, a problem to be managed. and of course, we have to focus on making sure it is safe and that people are complying with the laws and that we are not having shooting. but when you get so focused on combating the negatives -- every industry has the negatives. you can sometimes lose sight of the positives and we know there are a huge positives for nightlife in the city. we know that a lot of our street shares are at risk -- street fairs are at risk of being given fees to death. we have completely outdated the planning commission like that mission how are used district, which makes it extremely hard to do anything alcohol related in a big swath of the mission. there was a bowling alley that wanted to go in at 17th and van ness and they were not going to be able to do it because they would have been banned from even selling beer. that is the tip of the iceberg in terms of planning provisions that make it hard to foster a knife in the

to achieve efficiencies in economy of scales we think in workers compensation for the cities you have the report before you the budget department has made some excellent recommendations which we are planning to administrator as part of this contract. >> would you look to add anything to that brief presentation? >>> i would just concur we have two separate workers compensation for the m ta and for the rest of the 70 and milky and i talked about this a year and decided that we could do better for all of the cities by joining force and is i had experience in my last role of finding ways of reducing workers compensation costs has been going down for many city agency and is the workers comp sayings has been going up for the m ta and so there is benefit for all of us coming together and that will save us all some money. >> okay do we have a budget analysis report? . >> good afternoon madame chair and supervisor kim and we have made some recommendation that is d h r is in concor dance with and by $799 to account to the december 1st start date of the agreement with us and m ta and to
conservative assessment with the growth of 3 percent. and then the next piece is the city. so when you look at the total sources, and you look at the total uses, you can see in here is 2019, you start with 6.2 and it declines to 8 million. so the idea is that the prior year's deficit will be funded when the surplus of all of the other buckets have appeared. and then when you go to sinking funds because that is later in the year, because the certain here is the 2046. the idea is that income and if you add the 10.7 million the city is committing to pay and you take into account the sinking fund it should be paid at that service, so we are having them prefund the year. and then the stablization fund and with the office and the revenue division, they did an analysis showing what in the last decade what the loss has been in terms of the revenue of the loss of the recession and it seemed like the 15 million was an appropriate number to have as a reserve to support the transaction in a term through the event of the revenues that they don't come in as we would expect. so we also negotiated that the
compares and what are some of the other cities that are doing really well in terms of open data? >> i should be clear. when san francisco is third, we have a pact. i'll add to that actually. what's great in san francisco is there is not just going to be a chief data officer. there is also the office of civic innovation. jay's team, shannon's team. by having both of those units in place i think there is going to be a really powerful team. because you can't just open up the data. you have to do things like this, where you get the community together or you have people actually talking about it because the demand side, as we were talking about it, will be there because there is going to be someone there. there have to be people working with it who are getting out there. i think this is what this city is going to be really powerful. in terms of other cities doing as well, chicago is doing some really interesting stuff. scary cool stuff. they're taking 3 in 1 data, pothole request and crime report and matching it up with social media. they're getting this really deep and rich picture of wha
, as an attorney (inaudible). of course, i litigated against the city for some years and got convinced that maybe that does not end up in all of the best results. so i got enticed by (inaudible) to start working in it and... required the people in the city government who wanted to do better but simply did not know how. the passion was there. the passion from our communities have been there for many, many years. and so, fast forward 20 years later i am the mayor of this crazy place and i tried... (inaudible). and i think the great way of doing that is to model new ways to an old passion and as people who want to solve problems and people who have passion to get other people involved in the community and government and people who have a passion to help others. people who have the passion to pledge the welfare of the city ahead of their own success. that is what i want to see happen in government. and so, a lot of it is called innovations because, guess what? i learned very quickly, from years of working with christene and others, innovation is not just about technology, it is about a spirit of bein

different. putting the moral outrage aside for a second, this situation also puts cities at great risk. we've only gotten a taste of the destruction that -- disruption as possible with the numerous revolutions that broke out. the crisis will land hardest in cities. i see city's borrowing language from complexity theory, i see the boys and a critical state. it is a new situation. 50% of global population is urban, young, and connected by mobile phones. the young are the hardest hit here. in spain, the unemployment rate for young adults is around 50%. in the united states, college graduates are leaving school with an average of $24,000 in student loan debt into labor market for their age group that has not been as bad as it is today since the depression or the 1940's. the smallest thing can trigger a crisis now. it is a powder keg. on the other hand, along with this crisis is a powerful new set of tools that have arrived so breakthrough is also possible. we have a decision to make. let me talk about the sharing economy and how it plays into this. we define it broadly. we see it as a shift fr
was considered state-of-the-art throughout the world, and is still in use in many cities today. but cities constructed these systems before treatment was the standard. and even today's largest treatment plant doesn't have the capacity to treat the sudden volumes of water rushing through a combined system during rain. the plant is overloaded, and the excess rainwater, mixed with untreated raw sewage, is diverted straight into local waterways, creating a combined sewer overflow, or cso. there are over 700 communities in the united states with combined sewer systems. the other approach was to separate wastewater from stormwater, using two pipe networks. this separate system simply carries the stormwater away from the city. but even separate systems pollute the watershed. in developed areas, concrete and other impervious services prevent water from naturally soaking into the land. as the rainwater moves over the roads and concrete expanse, it captures trash and invisible chemicals, sending them straight to the nearest waterway -- untreated. when engineers first designed america's water infrast
would fund that med assessments will repay the city for those deficits. the next one is the stabilization fund, we know which hotel and revenues that are volatile, so the city negotiater will travel that will fund a stablization fund for future losses in all losses in revenues. and the amounts of $15 million and the goal is that as we move that portion of that $15 million it gets replenished and so it will be maintained through the term of the cod. in addition, as you know, the term of the district expires in 2045, we are proposing that we sell cops through 2047. typically when you sell bonds >> once they are satisfied this could go back to fund the future development and capital improvement to the center. so if you look at the cash flows, you will see that the number include the med pairs, we are going to use a combination of commercial paper with certificates of participation being used to take that out and we also are using general fund operation in this current fiscal year, aappropriated $1.7 million and there is a proposal to request an additional in this calenda
, the city will reimburse warriors for improvements to infrastructure capped at 120 million. funds are restricted to three sources we have discussed. proposed operations and maintenance, we have reached out to city departments. the police funded the cost estimates are to be determined. we will be in -- the cost will be associated with calls for service during events and non events. responses to illegal vendors and such. fire anticipates no direct fiscal impact from the project. number of staff and hours worked will not change as a result of this development. as mentioned by chief lombardi the san francisco department may contract with warriors for emergency services. certainly if they are co-located, that makes sense. no impact to the project as golden state warrior also pay to maintain open space they create. for dpw and mta we are currently working with both those departments. there will be parking and service officers. there will need to be traffic and cleaning services and other amenities determined as we move forward. as a parenthetical, we will get into this, peter albert is

[ applause ] and just like your great supervisor david chiu supports things that happen in my district i want to support north beach and this part of the city. even more important, this project, this fight about the north beach branch library, about joe dimaggio, fundamentally was about whether we were going to be moving forward as a city. whether we were going to focus just on the past or also on the future of our city. whether we were going to focus on what recreation was like 25 or 50 years ago or what needs to happen today and in the future in san francisco? and we won that battle and we sent a clear message that that city has a strong future for everyone and we're going to make it happen. thank you and congratulations. and it's a transition for a organization. i think like a battle ship city government is not easy to turn quickly. it's going to take us years of hard work and partnership and dedication to make that happen. i think we are forging those partnerships. i think there will be debated about centralize and decentralization but in the interim period or department heads make a determination about that i think it boils down to partnerships and i think department of technology and cio and coit we spend time creating these partnerships and the consolidation project is a great one. i also want to acknowledge the airport and the emergency management center and we have a great partnership with. we have a great partnership with labor and reclassify it positions and training program whereas in the past it was done on a department by department basis so i think we're creating those partnerships for success, but i think at the end of the day it's a transitional challenge for the organization to go from thinking of itself as minicorporations as they view themselves at times in independent departments to

high school, san francisco city college and ending up at the academy of art university. as a child i remember how exciting it was to ride bart it was first completed and they a nickel to ride a bus. my son nicholas, 23, my daughter mia, 10, because of my professional background i am well-suited to serve the san francisco community and to help you seek consensus. as a board member i would hear every case with an open heart. during my 15 years as a small business owner in the sunset district i have always listened to clients, neighbors and fellow business owners. with that knowledge i believe i have a better understanding after the responsibilities of business owners not only to their patrons but the neighborhood in the community. because of the many relationships are forged over those years in small business it was an easy transition to real estate. most of all i am most proud of the fact that after several hundred transactions of not been a party of any mediation, arbitration or litigation. i feel that because of a professional experience as a realtor for over 40 years
operators and try to get to more of the city. and particularly, to really figure out how an areas that don't have the service already where we don't have that critical mass, how we can maybe get to more of a critical mass. and it may require more than just a single island of car-share vehicle out in the neighborhood otherwise that is under served. so, we want to advance this pilot to see where we can make a difference on outreach and to see what we can do to get the utilization and the number of unique users based on the experience we had dealing with parking enforcement challenges. one of the sites we had a bunch of construction work that really limited the utility of it. so, we want to advance the on-street pilot. on off-street, we've been working with the industry for awhile, but we haven't really formalized the processes for obtaining the spaces. so, we want to do that. * and we want to continue to see how we can continue some of these models, not just for car sharing. we recently partnered with scooter rental, electric skooters and providing them some spaces and charging spaces in our

yesterday our city celebrated a huge victory in the world of sports; right. and today we're celebrating another victory and for the waterfront, for nature and you can feel it. yesterday after the noise and the craziness -- breathe; right. like today -- you can feel it. it's slower. it's calmer and if you look out there you absorb the place, and we are in one of the most special and beautiful parts of the city and to celebrate an incredible project. san francisco's waterfront is more than just simply the border of our city. in its edge lies san francisco best recognizal opportunities, our most engaging parks and enormous potential to have one of the vibrant waterfronts of the world and in partnership we are doing this along all sides of san francisco for all san franciscos to enjoy. these projects as the mayor and monique said are made possible by the parks bond. four years ago it was approved by 72% of city voters and allowed us to address more than a billion dollars worth of deferred maintenance needs in our parks and to cultivate what once was an industrial waterfront into somethin
in the future in the city. thank you president chiu. >> thank you. i want to thank you for your work you have done at department of technology and tough economic times and the fact of the matter is your department has been subjected to the lion's share of budget cuts we were forced to do and not asking departments to make similar cuts in their it situation and i think that is part of the tension and why we shouldn't know been able to make headway. you allude to the fact until you get direction from the top about need of centralization you had to form partnerships and you as the head of department of technology can't tell other heads to cooperate and you have to work out and partnership. one of the things that i wished the grand jury spent more time on. this is the trend we're seeing in agencies and governments around the country. by in large most governments have a growing decentralization and we know we're not doing that for everything but there are functions that need to be decentralized and we know there are successes here in california and the state is expected to save $3 billion. denv
